Queen Anne’s County Drug Task Force

Incident:           Search and Seizure Warrant

Date/Time:       August 12, 2013 at 0825 hours

Location:           Maryland Route 8 @ Bay City Drive Stevensville, MD 21666

Arrest:                Jordan Dane Brooks (24) of White Marsh (Formally of Centreville)

 

Narrative :        Detectives of the Queen Anne’s County Drug Task Force served a search and seizure warrant on Jordan Dane Brooks and his 2002 Acura. Brooks, who is currently residing in Anne Arundel County, is accused of transporting heroin from Annapolis and selling it in Queen Anne’s County on a daily basis.

 

Task Force investigators had obtained a search and seizure warrant for Brooks and his vehicle and as he entered Queen Anne’s County was stopped by Trooper Isabelle of the Centreville MSP Barrack. A search of Brooks and his vehicle revealed 27 cellulose capsules of heroin and $147.00 from the front seat of Brook’s vehicle. In addition to the suspected CDS and cash, the 2002 Acura was also seized. The street value of the heroin in Queen Anne’s County is $540.00.

 

Brooks is being charged with possession of heroin with the intent to distribute, possession of heroin with the intent to distribute in a school zone, possession of heroin and possession of paraphernalia. Brooks is currently waiting to be seen by the District Court Commissioner.

NARRATIVE:              Victim reported that earlier that evening someone had entered his residence and removed an HP laptop Computer, a Colt .357 Revolver, a .22 Remington camouflaged rifle with a scope, 2 – 30 round magazines for the .22 rifle and a crossbow. The items were valued at $1860 and investigation continues.

NARRATIVE:              Units were dispatched to the area for a report of a naked female walking around a residence.  On arrival at the location a clothed woman exited the house and began to complain about the male in the house being drunk. Deputies met with the man, identified as Lloyd Milbourne who stated the female had assaulted him and that he wanted her to leave and she wouldn’t. The male had a swollen lip and was covered in a red liquid which he explained the female had spilled on him.

 

The female was asked to leave the residence and refused, began to yell obscenities and then fell in the front yard. She was placed under arrest and assisted in walking to the patrol car. She was then transported to the Sheriff’s Office for processing. At the Sheriff’s Office she refused to exit the patrol car and kicked a deputy in the stomach and continued yelling obscenities.

NARRATIVE:              Responding to assist on another call, Cpl. Hampton saw a black BMW with a non-working taillight and was drifting within the travel lane. The BMW was stopped and the driver identified as Gene McKenzie by a Florida driver’s License. The driver had a strong odor of alcohol  and advised he had not been drinking, however there was a large open beer can in the console. Additional indicators were present including slurred speech, poor balance and glassy eyes. Mr. McKenzie was issued citations and released at the scene to two sober individuals who also removed the vehicle.

NARRATIVE:              A family member reported that the victim had been acting strangely earlier in the day and refused to take her medication. The victim had been talking about the CIA taking over and non-human life forms in the area. She was taken into custody and transported to Easton Memorial for treatment.

NARRATIVE:              Victim reported that while he was on vacation someone had stolen his X-Box 360, 5 games, several bottles of alcohol, socks and strawberry frosted pop tarts. The items had an estimated value of $690.  Victim advised he had left his house unlocked so a neighbor could feed his dogs. Case remains under investigation.

NARRATIVE:              Victim reported that he was missing a money bag from his residence that contained $2600 in cash. The last time he saw the bag was the day before when he was paying a female who had helped him stain his fence. The burglary is believed to have occurred sometime on the 10th when he and his wife had left the residence for several hours.

NARRATIVE:              Deputies responded to location for a report of a 1998 Toyota 4 door passenger car into a tree. On arrival deputies located three  subjects near the car without any serious injuries, one of which was identified as the driver. Kyonte Vincent advised he had been at a wedding reception but not been drinking, however had glassy bloodshot eyes and trouble standing unsupported. Numerous beer bottles were observed in the interior of the car. After several field sobriety tests he was placed under arrest for DWI.

NARRATIVE:         Victim advised he and his wife had been eating at the Crab Deck the day before. Later that evening he began to get several texts from Verizon about upgrading service. At that time he realized his wife’s white I-Phone 5 was missing. The phone had a pink cover and was valued at $750. Victim had services shut off.

NARRATIVE:         After dropping a child off at the mother’s residence, the suspect advised he had stayed there overnight. The following morning a post on instagram concerned him and he reported it to the Sheriff’s Office. A check of records indicated there was an active protection order prohibiting any contact other than to facilitate the exchange of the child. Suspect was placed under arrest.

NARRATIVE:         Victim reported that a male subject had been arrested the previous night for domestic assault and violation of a protection order and that the protection order was still in effect. After being released from those charges, the victim reported that the suspect was seen parked in her driveway. Attempts to locate the suspect were unsuccessful and charges are pending.

NARRATIVE:         The complainant reported arriving at the church and finding the door had been broken enough to gain entry to the building. It was also determined that $30 of food was missing as well. Investigation was aided by several person reporting two boys being seen about town the previous night and upon being interviewed both confessed. Damages were estimated at $1000.

NARRATIVE:         Security at the Emergency Room in Grasonville reported that a female had been discharged from the ER and the she walked around the side of the building sat down and rolled a “joint”. When confronted, she handed over the baggie to the officer. Upon arrival  of the deputy, the woman was identified and a suspected roach was confiscated along with the baggie. She was released at the scene pending lab results.

NARRATIVE:         Deputy patrolling in area saw a gold Honda Van parked next to an antiques store. The deputy had been in the area the night before due to an alarm call and had not seen the van there before. Upon checking the van, he found a male asleep in the rear seat. Contact was made and the man advised following an argument with his wife he had left the house and was sleeping in the van. While asking for the man’s ID, a pill bottle with suspected marijuana was seen in plain view. Further search resulted in the seizure of a grinder and a second pill bottle with suspected marijuana residue. Items were seized and will be sent to the lab for testing. Charges are pending.

NARRATIVE:         Deputies called to the residence for a reported burglary in progress. On arrival they were advised that the suspect had broken a window and saw several persons outside their homes. Victoria Simpson was contacted on the front porch of the residence and stated she was attempting to get into the residence to retrieve her belongings.

 

The victim was then contacted and stated that Simpson was a family member and had been allowed to stay at the residence the two previous nights but was suspected of using drugs in the bathroom. When told to leave, she did and her belongings placed outside. Upon returning, she began to strike a sliding glass door valued at $400 with a pipe until it broke.

 

Upon being placed under arrest, a search of her pocket book type bag resulted in the seizure of suspected Morphine, Xanax, Diazepam and oxycodone pills, liquid methadone in a mini vodka bottle, a metal spoon with CDS residue and syringes.

 

After processing at Sheriff’s Headquarters, a District Court Commissioner held Simpson on a $1500 bond.

NARRATIVE:         Victim reported leaving his residence for several hours and upon returning discovered his Dell laptop computer missing. Victim’s grandson advised two men had been at the residence while the victim was gone, but were not allowed inside. The laptop was valued at $350 and the investigation remains open.
