INCIDENT:            Burglary / Theft

LOCATION:           200 Block of Kirby Street, Chester

VICTIM:                James R. Jones of Chester

ARREST:               Charges are pending


NARRATIVE:         Victim reported that his son’s dirt bike had been stolen from his shed and that subjects were riding it in the Dominion area. The bike, a green and white Kawasaki KX-85 was valued at $1000.


On arrival the victim had located the dirt bike and the rider was at that location as well. The rider denied stealing the bike saying he had bought the bike earlier from a friend for $60.


The dirt bike was returned to the owner with charges pending.

NARRATIVE:         Victims discovered batteries missing from their boats, van and mowers. The thefts occurred sometime between 5/7 and 5/8 with an estimated loss of $650. Investigation continues.

NARRATIVE:         Store manager reported that upon reviewing store video, she discovered former employees giving away merchandise and stealing items. The theft occurred in April of 2014. Charges are pending.

NARRATIVE:         Victim reported she had allowed a subject to stay at the home and she has since learned he stole various pieces of jewelry. The items were located at a nearby pawn shop and pawned by the house guest. The various jewelry pieces were valued at $850.  Charges are pending.

INCIDENT:            Unattended Death

DATE / TIME:       05/09/2014 @ 1713 hours

LOCATION:           700 Block of Granny Branch Road, Centreville

VICTIM:                Male (22) of Smithboro, NY


NARRATIVE:         Dfc. Steenken responded to the area for a report of an unattended vehicle. After arriving, the area around the car was checked and a body of a male with what appeared to be a self-inflicted gunshot wound.


Military ID was located on the body and contact was made with Dover Air Force Base. Lt. Col. Broiske at the base advised the subject was involved with 4 hour lock-down the previous day, but was not located and was about to considered AWOL.


The body was transported to the Medical Examiner’s Office in Baltimore.

LOCATION:           Chester River Medical Center

VICTIM:                Priscilla Demby of Chestertown

ARREST: Nathan Brown (53) of Chestertown

CHARGE:              Assault 1st Degree, Assault 2nd Degree, Reckless Endangerment


NARRATIVE:         Deputy Parks responded to the hospital in Chestertown for a woman at the emergency room reporting she had been assaulted during an argument on a road in Queen Anne.


Ms. Demby reported that she and her boyfriend, Nathan Brown were returning home when he stopped at a secluded wooded area, pulled her from the truck and began to strike her with a large stick. The victim fell to the ground and Brown reportedly kicked her in the head. Investigation led deputies to the Double Creek Road area.


The two then went to the residence in Chestertown where he stayed until early morning before leaving.


The victim has visible swelling and bruises on her legs, arm and head and neck areas.


Application of Charges was submitted and an arrest warrant was issued.  Brown was taken into custody several days later and initially held on no bond. After a bail review he was released on a $20,000 property bond.

LOCATION:             Chestnut Lane, Queenstown

COMPLAINTANT:                 Beth D. Wannenwetsch of Queenstown


NARRATIVE:         Victim reported she was expected a check in the mail and saw the mail carrier deliver the mail on May 10th. She immediately retrieved the mail and when she opened the envelope, no check. There was documentation that the check had been issued. A closer inspection of the envelope showed it had been opened and taped.


The case is being assisted by the US Postal Inspectors.

LOCATION:           1800 Block of Price Station Road, Church Hill

VICTIM:                Latice R. James of Laurel DE

ARREST:               Maurice James (25) of Chestertown

CHARGE:              Assault 2nd Degree & Reckless Endangerment


NARRATIVE:         Victim reported being at a relative’s residence and after an argument, her brother pulled out a box cutter. The victim was in her car and advising her brother was outside the car and refusing to allow her to leave.


On arrival Deputies located Maurice James, retrieved the box cutter and placed him under arrest. A District Court Commissioner later released him on his personal recognizance.

LOCATION:           200 Kent Landing Stevensville

VICTIM:                K Mart

ARREST:               Jennifer Lynn Coleman-Rafter (28) of Centreville

CHARGE:              Theft under $1000


NARRATIVE:         Suspect was observed concealing numerous items, clothing, a purse, fuel injection solution, and a can of paint in a diaper bag and in a stroller. She also had taken two baby bottles and formula off the shelf and poured the formula into the bottles and gave to the children accompanying her.


As she attempted to leave the store, security stopped her and called the Sheriff’s Office. While in the security office, additional clothing items were located under the infant. Total value of the items was $191.


Suspect was taken into custody while the children were picked up at the store by the father. Ms. Colman-Rafter was later released on her recognizance by a District Court Commissioner.

05/08/2014 @ 1117 Hours             Deputy Draper checking Cabin Creek Landing made contact with the driver of a green jeep parked at that location. The driver provided the name James Herbert Seward (50) of Grasonville. MVA Check indicated the driver had a suspended license. Further contact led to the request for Field Sobriety Tasks and based on observations, Seward was charged with DWI. After processing, James Seward was released by a District Court Commissioner.
