INCIDENT: CDS Violation

CIVIL CITATION: Handy, Kameron Phillips 27 yr. old black male from Easton, Md.
DETAILS: Deputy Bush conducted a patrol check of Park & Ride lot and observed the above named subject sitting in a vehicle (2017 Hyundai, blue, MD tag 7CK0703). Deputy Bush approached the driver to check on his welfare and detected a faint odor of marijuana. During the conversation, Deputy Bush asked the subject if he had any drugs in the vehicle. The subject stated that he had a small amount of marijuana in the center console of the vehicle. Deputy Bush recovered approximately one gram of marijuana from the vehicle. The subject was issued a Uniform Civil Citation for possessing less than ten grams of marijuana.

LOCATION: S/B 301 @Rolling Bridge Rd, Centreville MD
ARRESTED: Joseph Mcgowan, 54yo from PA
DETAILS: Deputies witnessed, a gold in color, Toyota SUV, bearing a PA tag, swerve multiple times over the solid white line. Deputies conducted a traffic stop and identified the driver as Joseph Mcgowan. After further investigation, field sobriety tests were completed and it was determined that Mcgowan was under the influence. Mcgowan even admitted to deputies that he had consumed multiple alcoholic drinks prior to driving. Mcgowan was placed under arrest and opted to take the chemical breath test which was confirmation with a result of .2
Mcgowan was charged with:
Failure to obey lane direction
Driving vehicle while under the influence of alcohol
Driving vehicle while under the influence of alcohol Per Se
Driving while impaired by alcohol

DETAILS: Deputies were dispatched to the Jackson Creek public landing in reference to a theft of Suboxone and U.S. currency. The victim, Amanda Brown, stated the stolen items were located inside of her shorts that she had left under the bench.

DETAILS: Deputies were dispatched to North Church St in Sudlersville in reference to a Burglary. Upon arrival, the victim, identified as Sierrah Smith stated someone had gone inside the residence and stole an Xbox One. The estimated loss value is approximately $600.00. Nothing else was taken. Further investigations are to be completed.

ARRESTED: Darrel Lee Barnes, 30yo male of Pittsville MD
DETAILS: Deputies were dispatched to the Nesbit Rd area in reference to a single vehicle crash. Upon arrival, the driver of the vehicle, identified as Darrel Barnes, admitted to just leaving the Jetty and had consumed alcohol prior to driving his vehicle. After further investigation, field sobriety tests were completed, and it was determined that Barnes was under the influence. Barnes was placed under arrest and charged with:

INCIDENT: M/V Crash

LOCATION: 200 blk of Kent Landing, Stevensville, Md. 21666
DETAILS: QACSO unit responded for a two vehicle crash with no injuries. Upon arrival, it was discovered that a 2006 Chevy Malibu (4CH4516), driven by Ashley Butley, had struck an unoccupied and parked 2001 Chevy Pick Up (80F717). Field tests of the driver were negative and citations were issued to Ashley Butler.

INCIDENT: Suspected Heroin Overdose

DETAILS: QACSO and EMS units responded for a patient suffering from a possible heroin overdose. Upon arrival, Narcan was immediately administered by EMS who found the patient in distress. The patient responded favorably to the Narcan, and was transported by ambulance to Easton Hospital for further treatment.

DETAILS: Deputies responded to Main Street in Church Hill in regards to a past theft that occurred. Cpl. Svehla was advised by the victim that over the course of the past month she began noticing cash missing and recently discovered that she was missing 3 Michael Kors wallets and one ring totaling approximately $686.00 in value.

DETAILS: Deputies responded to the Price Community Center in regards to a theft that occurred sometime the previous night, into the morning. Someone had caused several thousands of dollars in damage to the outdoor A/C Unit by trying to remove valuable parts from it. Investigation is ongoing.

INCIDENT: Possession of CDS Not Marijuana
DATE / TIME: 8/27/2017 @ 0934
LOCATION: W/B Rt. 50 @ Rt. 8 Stevensville, MD
DETAILS: Dfc. Martz performed a traffic stop on a silver Honda Civic traveling westbound on Rt. 50 in the area of Rt. 8 after identifying the operator of the vehicle as having a suspended driver’s license. Dfc. Martz requested back up units to his location and upon arrival, he utilized his partner, K-9 Spike which resulted in a positive alert for CDS. A search of the vehicle was conducted and numerous items of contraband were located to include hypodermic syringes, glass smoking devices, and a small amount of suspected marijuana. Both the driver and passenger were placed under arrest for CDS Possession.
ARRESTED: Bret Ashley Holland 34y.o. w/m from Ocean City, MD charged with 2 counts CDS Possession not Marijuana, Possession of Paraphernalia, Possession of CDS Administering Equipment, and Driving on Suspended License. (Held no bond)

LOCATION: Nike Outlet store @ 199 Outlet Center Dr Queenstown, MD 21658
VICTIM: Yingfeng Li (Beijing, China)
NARRATIVE: Deputy responded to the Nike Outlet store for a reported theft. Victim stated she left her wallet inside the store. She went back later to find it and it was returned by store employees. She then noticed she was missing approximately $1,240.00 in U.S. Currency. Deputies reviewed camera footage and interviewed store employees. On 8/19/17 the money was returned to the QACSO headquarters. After additional investigation, charges were filed against a store employee for theft. A Criminal Summons was served on 8/20/17. The money will be returned to the victim.

NARRATIVE: Deputy responded to the address for report of theft of lawn decorations. Victim stated a wooden well decoration and a lighthouse decoration were stolen. Total loss was valued at approximately $600.00 Earlier that afternoon, a passerby called 911 to report a man loading the mentioned items into a truck. A vehicle description and partial tag number was provided. This case remains open pending further investigation.

NARRATIVE: Deputy was working secondary security in full uniform. Deputy walked into the men’s restroom and observed a male bent over the sink. The male stood up and turned around toward the deputy with a $20.00 bill up to his face. The male then snorted an unknown powdered substance from the bill. The male was escorted out of the establishment and the mentioned items were seized. The deputy obtained the males information and released him to a family member. They left the area. The recovered substance will be sent to the lab for identification, and charges will follow.

INCIDENT: Community Policing

LOCATION: Chick-fil-A Stevensville
DETAILS: The Maryland Special Olympics partnered with Chick-fil-A’s in the Baltimore Regional Area to hold the Maryland Law Enforcement Torch Run “Cover a Cruiser” event. The Office of the Sheriff provided the cruiser for the event. Chick-fil-A patrons who donated were asked to fill out a card and tape the card to the cruiser. With the help from area Special Olympic Athletes and generous donors, the event raised over $500 for Maryland Special Olympics.
