LOCATION: 1000 Block of Church Hill Lane, Chester, Md.
DETAILS: Complainant, Howard Stokes (62 yr. old white male, Chester, Md.) advised that earlier in the day, FedEx responded to his residence with a package which was addressed to his wife. Complainant said that during this time, a black Toyota passenger car pulled up with a white female driver and a black male passenger. The male advised that the package the complainant had just received had been delivered to the incorrect residence and was in fact supposed to come to him instead. The suspicious male advised his name was “Tony” (no last name given) and said he lived down the street in the community. When asked which street, “Tony” advised of a street that does not exist in the community. The complainant refused to give the package to the male and instead returned to his residence. The package contained a new debit card from Navy Federal Credit Union, which neither the complainant nor his wife had ordered.
